Jack o' lantern house

Some of you may have seen the pictures of this house caught in the fire in California. This brings to mind the rationality of building houses in these danger areas. Some of these areas in the West are highly susceptible to fires, and there have been landslides and earthquakes in other parts of California as well. Just doesn't seem to make sense.
